    GOT it! you have to change the format to image……sorry missed that

    You nailed it. For reasons that make no sense to me, WordPress will export formats for posts, but not pages even if the theme supports formats for pages. So you have to add those in after the export.

    If I had realized that prior to releasing the theme, I would have skipped using formats.
