Pages do not show up in the Navigation Menu

When I go to the appearance section of the wordpress dashboard and click on menus there is no menu structure that shows the home and blog pages that I created.

You’re almost there. In the middle of that screen there is a field for a menu name. Enter a name for your menu there and click on the “Create Menu” button that’s to the right of that field.
Then you can add your home page and your blog page to the menu. Then look down on the screen just a bit and you’ll see a section for “Menu Settings.” Here you can assign this menu to one of the theme’s menu locations. Most likely you’ll want that to go to the one called “Navigation Menu.” Then save your changes.
That should get the menu onto the front end of your site for you.
