Hero slide scaling of jpeg

The hero slide show does not seem to scale to smaller size windows on the desktop. I have not checked Ipad or phone. I see there is a smaller image for mobile and will add that later.
But I have some concern of it not changing size keeping to fixed upload size jpegs rather than reducing to fit the width of different screens. I used the suggested hero size of 2000 px x 1300 px in a jpg.
Perhaps I have missed something or there is a setting that I missed.
