That allows for forms to pull from a database that auto fills forms, but also allows users to have access to change submitted forms. This would also allow for custom webpages that pulls data from the database depending on the user fields in the database.

That’s a great question. I think you could do something like that with Gravity Forms and their User Registration add on. That way the form information is saved along with the user’s information. It’ll be metadata for the user.
Just to be sure I would ask the folks at Gravity Forms if that’s possible and if that’s the right way to go. The add on is part of their developer package. I use it on this site to let users update their information.
There may be other options too. Paying for the developer license just for that seems a bit much, but it’s the only option I have any experience with.
